This solar panel is new but is a factory second from the Xunlight solar factory in Toledo Ohio USA. It is a factory second because of minor cosmetic blemishes that occurred during manufacturing. It does not have cables, it has Metal Tabs for connecting your own cables. We have had multiple units in stock and the unit shipped may vary from the unit photographed.
