This used lapper powers ON and lights up. Lower peg will turn, black 'C' arm will undulate too. These speeds are adjustable with the speed control knob. We noticed that the upper roller assembly will NOT turn as intended, the upper motor appears to be 'gummed up', as in it attempts to turn but won't. the rest of the upper-roller assembly turns okay, so our guess is that the motor is faulting.
