It is clearly a Switch Mode Power Supply (SMPS) for a motor and a heater. Laminating machine?
There are a few nice components on the board:
Two extremely high resistance resistors in glass encapsulation. They are marked 302M, that could be 3000 Mohm = 3 Gohm.
There are also two 600 V 5 A Triacs, a bi-directional SCR.
Some voltage transient absorbers and three opto-couplers, four good fuses and some various TTL.
